It is my understanding that use of existing stock of formerly permitted
pesticides is acceptable. Likewise, in most cases, retailers can also
continue to sell existing stock. From an economic and practical standpoint
the government know-it-alls don't want make all of the existing stock into
hazardous waste.
I used to work for Bayer back in the late 60s early 70s. I designed
production facilities to manufacture pesticides.
