I have searched my literature. You used the right spray, but it is not
a cure but a preventative. You can only destroy any afflicted onions
The other main recommendation is not to grow
onions there again for a very long time, if ever.. I would try to find
a well exposed place and free-draining, extra grit in the soil perhaps,
or grow them on a ridge. It might also help to start them off in
individual pots under cover and plant out at a more mature stage, taking
care to not disturb the roots. Another idea might be to grow the crop in
several small plots so as to reduce the possibility of cross-infection.
The main problem was likely to have been weather conditions so one
 hopes
for better luck next year.
