Well, eek! I didn't look at the vegetable garden for a few days, and the
potatoes which were about 3" high last time I looked, are now about 10"! So, I
cover up to 6" high with soil...? And leave 4" sticking out the top? Or should
I cover them higher up than that?

Don't know about Egyptian onions, but with potatoes I'd suggest hilling
them twice, once at about 6" and again at about 12" give or take. leave a
couple of inches of foliage sticking out at least and watch them grow out
again. You can hill with soil, or mulch--or a mix--if it's too rich your
spuds may be scab-prone, which isn't pretty, but doesn't harm the potatoes
or their flavor. If you want to sneak in later on and harvest new potatoes
before the final harvest then it's easier to dig in through a mulch than a
heavy wall of soil.
