Frances,
Is the spot winter damp? I have heavy clay soil and find my Caryopteris do
fine planted on a hillside or even just set a little higher than the soil
line. Realy cold winters my kill them to the ground, but they still bloom
just fine. A plant in a slight depression(less than 1/2") has not leafed
out this year, although the one 18" away in the same bed has been out for a
month. I have one on a 75 degree slope that reseeds freely.°°
I am in zone 6, almost no snow cover, but lots of rain, limited winter sun,
wild temperature swings in winter, and hot, humid summers.
I think of Oregon as a fairly damp place. Maybe your plants just want
better winter drainage?
