Yes, we get wicked east winds here and it's on
the east fence.  It is sheltered somewhat
because of the neighbor's arborvitae.  Sounds
like moving it should work.

My best guess is that the location in some way
makes it vulnerable in
winter, causing the die back to the root, which
in turn means it spends all
its energy putting on growth and has none left
for fruiting.  

Yes, it starts so late, every year I think I've lost
it for sure.  Your guess sounds logical, plus the
wet feet thing.
