I really don't have any info for you, I'm new to community gardens too.  I work in Sacramento and we work with WIC in El Dorado county to educate women about the impotance of eating fruits and vegetables, and of course, food security is a huge issue.  We would love to hear updates on your progress and I would be willing to help out a little with the logistics if you need it, of course I know almost nothing about community gardens, but there are some fabulous gardens here.  I can connect you with some people who are working hard to get gardens started in the Del Paso Heights area of Sacramento, who may be dealing with similar issues you are dealing with.
 
If you can give me more detail, what stage you are in, do you have any land, do you have a master gardener, are you looking for funding, etc, I'll know better who to talk to and get you some info.
