I have had the same problem with cats using the garden as a huge litter box.
I own one cat and there is another that likes to come by and 'visit' often. I
put a small fence (10 inches high) around my garden and then I dug up another
section of my yard that is use for flowers. This has helped becuase the cats
seem to be using the flower bed but I think a better alternative would be to
protect the seeds by placing a wire cage above them until they are doing
well. Mel describes this in his book. I have not tried it yet but I'm going
to soon.
