plastic mulch and watering

I'm thinking of covering my 4'x4' beds with IRT 76 black mulch, which I've found in several mail order catalogs. But it isn't water-permeable. I can't figure out how to water my plants, yet I know there must be a solution or gardening companies wouldn't be selling this kind of material. Does anyone use non-water-permeable plastic mulch in their sqft gardens, and if so, how does the water get to the plants?
