plastic mulch and watering

I'm thinking of covering my 4'x4' beds with IRT 76 black mulch, which
I've found in several mail order catalogs. But it isn't water-permeable.
I can't figure out how to water my plants, yet I know there must be
a solution or gardening companies wouldn't be selling this kind
of material. Does anyone use non-water-permeable plastic mulch in
their sqft gardens, and if so, how does the water get to the plants?

Thanks,

Melissa

setup things like types of mulch coverings before the season starts
