I have had success with walls-o-water down to below 20F on tomatoes.  The cells
themselves had frozen water in them, but the tomatoes were fine.  Pretty amaz-
ing stuff. Two years ago I planted my tomatoes 4 weeks before last frost date
just as an experiment.  My plants got a lot bigger than anyone else's I talked
to in this area.  Just make sure 'all' the cells are full and you don't have
any leakers. I found a nifty place that sells wall-o-water repair kits- liners
that slip inside damaged cells if anyone is interested.
