Lorrie,
  I used grass around my tomatoes last summer and the soil still dried out. I
put down about 3-4 inches of clippings sround the plants. I thought that
maybe the grass was too dense to allow water through. Did you have any
problems like this? Also, did you you use fresh grass clippings or did you
let them dry out before putting them in the garden?

PS Yes, I watered the garden regularly.
