I mulch my tomatoes with grass - about 3-4 inches deep. I let the grass
dry before I use it as mulch. The water penetration problem is solved by
buring a one gallon milk jug up to it's neck with a few nail holes in
the bottom. To water the plant, I just fill the jug. Works for me.  Bob
