Wild Flower Garden

My wife had a wild flower garden this summer. This fall after everything
died she was told to break up the flower heads to disperse the seeds. We
then covered the garden with a layer of loam/compost mix to discourage birds
and enrich the soil for spring.

Now stuff is sprouting all over the place. We live in the northwest. It
hardly ever gets below 40 and the rains have started. Is this normal or have
they been tricked by our warm, wet weather?

Any suggestions or info?
