Try putting Tangelfoot around the trunk of your tree.  It will have to
be high enough so the rats don't jump beyond it.  There are some glue
traps available at your local hardware that could be used around the
tree to catch the rats,  The best thing to do is call your local Vector
Control to help you eliminate the rats.
