Hello Anelle,
There may be one other possibility.... on occasion the graft will fail on the
tree peony. If that happens you will get the plant chosen for the root system
rather than the tree part with the bloom you wanted. Also sometimes if the graft
is buried too deeply the peony will throw up both forms. The herbaceous peony from
the roots and the tree peony part.
Since these are rather slow, you do need to give it some time and observe.
Doubt the nursery is just putting you off.
