I've never seen a recommendation to routinely cut back daylily
foliage. The local daylily grower/hybridizer that I frequent does not
recomment this in his 'cultural practices' blurb. He does recommend
cutting back fliage when transplanting daylilies after they have
bloomed, and indeed I note that he does so in his own fields when
setting out divisions in late summer and fall.
