Yes. I read somewhere that RoundUp is really a stimulant that makes the plant
"grow itself to death". You see sometimes that the plant even looks better for
a day or two, before it starts dying. You get the very best results when the
plant is in active growth when you put RoundUp on it, like in the spring. It's
much less effective in late fall. The only reason it works at all on a cut
stump is that the plant doesn't know it's dead yet, and "inhales" some of it
into the root -- which does help to reduce sprouts when you cut down a tree.

And, the fact that RoundUp washes off helps when you spray the wrong plant--
just rinse the plant with a hose for a while, before the RoundUp dries on it,
and the plant will be fine.
