wintering perennials

Hello everyone
I have a few questions I could use some help on.
If a person starts some bulblets from the stems of lilies and they grow
an inch tall how does one overwinter them.
Has anyone ever tried to dig up pelargoniums (geraniums), hang them
upside down, and store them so they can be replanted the next year.
I have about 200 pots of daylilies, hostas and other perennials. Would
it be better to put them in a building for the winter, store them
outside and possibly mulch them or some other method of storage for the
winter.
How late is the latest a person can plant bulbs such as hyacinth and
crocus.
Any help on these subjects would be appreciated
Bob
