Nicotiana : Germination and sowing?

I bought a seed packet of Nicotiana [NK] and attempted to germinate it. A
month has passed and niether the specks on the damp towel or those dusted
onto damp seed mix have even tried to hatch.
I'm ready for some experienced advice.
