You said you tried pre-soaking but how long did you let them soak? This
year (a mistake, I admit) I left mine for 2 days - some had already started
to sprout before I remembered them. Also, I've read that nicking the shell
will help. In "The Propagator's Handbook" by Peter Thompson it says to
chip the coat with the point of a knife, being careful not to damage the
scar "the hilum" which appears to be a seam running down the seed. He then
says to leave the seed in the open air for 24 hours.
Although this book was written with the climate of Britain in mind, it has
been invaluable to me for anything but dates of planting, which, of course,
have had to be adjusted to a prairie zone 3 climate.
I wish I had the same success keeping the plants alive as I do with
germination.
