I know it may be heretical to mention the word, but how about ivy? 

I am thinking in particular of the smaller-leaved species. It requires no
care except for an occasional trim around the edges and ripping back to the
ground every few years. Here in Berkely, mine gets by with NO artificial
water. And it can take a little foot traffic. 

I have in the past despised ivy, along with prostrate junipers, iceplant,
and others of that ilk.  But as I consider, over the years, how much effort
I have had to put in caring for other portions of my front garden (and with
what mixed results) while the ivy takes care of itself year after year, I
am developing a new respect for it.
