From the same distance, longer lens = smaller field of view. Nothing
more.
That will/may lead to a flatter effect.

Same framing = different object-camera distance; and that, and that
alone, leads to the difference in perspective/flatness/distortion.
If you take a telephoto picture and a wide-angle picture from the same
spot, the size of the image of a given object will be quite different.
If you then enlarge the image of that object in the WA image to the size
of the image in the telephoto image, the perspective/flatness/distortion
will be the same (sharpness and graininess won't, of course).
When you take a WA pic of a face, you move in so that the nose is maybe
1/4 the distance from the lens that the ears are, leading to distortion.
Using a telephoto the lens is much farther from the face, and the nose
and ears are nearly the same distance from the lens, and the face seems
flat.
